10.1. PURPOSE
The purpose of this provision is whether the competence required for personnel has been achieved because of the training or the actions taken. The Company believes that ongoing training is fundamental for an effective and efficient implementation and execution of SQEMS.
10.2. SCOPE
This shall cover all Company employees, whether ashore or onboard vessels, and shall include all levels of staff. The training shall address relevant issues on Safety, Health, Environmental Protection, and job-related functions to achieve the necessary competence.
10.3. RESPONSIBILITY AND AUTHORITY
(a) Representative director shall have overall responsibility for Shore Staff Trainings.
(b) HSSEQ group shall coordinate the planning and implementation of training for shipboard and shore-based staff.
(c) GM of respective marine groups, supported by respective managers, shall have the responsibility and authority for monitoring the effectiveness of training provided to seafarers onboard managed vessels. They shall liaise with respective manning companies to control and monitor the training program.
(d) The Captain has the overall responsibility and charge for shipboard training. The Chief Officer / Chief Engineer have the responsibility for practical control of familiarization training and education of all seafarers onboard.
(e) The Manning offices shall conduct, and monitor awareness and refresher training as specified by the Company and provide necessary records and documents to the GM of marine groups.
10.4. COMPETENCE
10.4.1. Control of Education and Training
(a) GM of business, marine, and technical groups shall ensure that training of all employees, including seafarers, is planned, implemented, and maintained in accordance with the CMM Procedures.
(b) The Company’s prime focus of providing training is to make personnel aware of their responsibility towards implementation and effectiveness of SQEMS in the following areas:
- Determine the necessary competence for personnel performing work affecting safety, quality, or the environment;
- Establish and maintain documented procedures for identifying any training which may be required in support of the management system and ensure that such training is provided for all personnel concerned;
- Evaluate the effectiveness of the actions taken;
- Ensure that personnel are aware of the relevance and importance of their activities and how they contribute to the achievement of the quality objectives.
(c) Motivation, teambuilding, and continuous emergency preparedness training are also recognized as important elements in the work on preventive action.
(d) The Company shall ensure that all personnel involved, including personnel performing tasks on its behalf in the management system, have required competence, and an adequate understanding of relevant rules, regulations, codes, and guidelines.
(e) Appropriate records of education, training, skills, and experience shall be maintained.
10.4.2. Specialized Training
The Company shall provide relevant training to appropriate shore-based and shipboard staff that shall enable them to effectively undertake various safety and environment-related processes like incident-investigation, risk-assessment, and hazard analysis.
10.5. AWARENESS
10.5.1. Management System Awareness Training
(a) The Company shall establish and maintain documented procedures to ensure that personnel in each relevant function and level within the shore-based and shipboard organization are aware of:
- The importance of conformance with the management system policies and procedures and with requirements of the management system;
- The SQE Objectives and Management Program;
- Their contribution to the effectiveness of the SQEMS, including the benefits of improved performance;
- The significant impacts, actual or potential, and the implication of not conforming to the SQEMS requirements;
- The benefits to improved personal performance, safe operation, preservation of the environment, and quality of improved personal performance;
- Their roles and responsibilities in achieving conformance with the management system policies, procedures, and requirements;
- Their roles and responsibilities regarding emergency preparedness and response requirements.
10.6. FAMILIARIZATION TRAINING
The Company shall establish, document, and maintain procedures for ensuring that new personnel and personnel transferred to new assignments related to safety, protection of the environment, and quality, as applicable, are given proper familiarization with their duties. This assistance shall include familiarization with the ship's equipment, systems, components, functions, knowledge, and details of tasks related to their assignment, as well as an introduction to the Company's SQEMS for all relevant crew.
10.7. SPECIALIZED TRAINING
The Company shall provide relevant training to appropriate shore-based and shipboard staff that shall enable them to effectively undertake various safety and environment-related processes like incident-investigation, risk-assessment, and hazard analysis.
